    What part is it in the 3rd snap? Is it supposed to be the top layer of the skirt?

    Yes Megha! You are spot on. it forms the top layer of the skirt and is hand made pick-ups on organza fabric.

    Sorry bit busy with Deepavali & DD's birthday will surely finish your Barbie outfit in the next 2 weeks and keep you posted....
